KENDALL BAILEY
DIRECTOR OF ADVOCACY AND
PROJECT MANAGEMENT
Kendall Bailey serves as Director of Advocacy and Project Management, where he leads issue advocacy campaigns, grassroots engagement efforts, and strategic client initiatives. With experience spanning legislative affairs, campaign management, communications, and political research, Kendall helps organizations navigate complex policy environments while building effective advocacy campaigns that drive results.
Before joining JLK, Kendall served as Chief of Staff to a Virginia state senator and as a legislative aide in the Virginia House of Delegates, while also managing political campaigns and advising candidates across the Commonwealth. A political scientist by training, he has co-authored a book on congressional elections, published research on American politics, and taught college courses on campaigns, elections, and government. A Virginia native, Kendall holds bachelor’s and master’s degrees from Virginia Tech and a Ph.D. from Northeastern University. He lives in Albemarle County with his wife, children, and their cat, Asparagus.
